At the beginning of each player's upkeep, that player may choose any number of tapped blue creatures they control and pay {4} for each creature chosen this way. If the player does, untap those creatures.

Blue creatures do not untap during their controllers' untap phase. During his or her upkeep, a player may pay an additional o4 to untap a blue creature he or she controls.

Blue creatures do not untap as normal. During their upkeep phases, players must spend o4 for each blue creature they wish to untap. This cost must be paid in addition to any other untap cost a given blue creature may already require.
